Johnson Controls' modulating water valves are pressure actuated and generally used to control the water flow to condensers.

This is realised by directly sensing the pressure changes in the refrigerant circuit and opening accordingly to let sufficient cooling water flow through. This saves you large amounts of otherwise wasted water.

That's cooling on demand.

The valves are "leak free" and constructed to provide carefree functioning.
